BC launched the Graduated Licensing Program in 1998. It reduces road accidents and improves new driver skills. This is a GST-free program. Successful completion of this course earns a six-month Novice license reduction and two high school credits.

You will learn safe and confident driving skills and attitudes from us. A graduated license (GLP) helps you drive safely—first with a certified supervisor, then alone.
Three tests are required for a Graduate License:
- Multi-choice
- 2 Road Test
It takes three years to complete. You need time to study, practice, and get driver training to improve.
Get your L
Your L can be obtained after your 16th birthday.
Your L steps are below:
- You must have parental consent if you're under 19.
- Schedule and take the knowledge test at an ICBC driver's license office.
- Clear a vision screening.
Get your N
After one year of practice with a trained supervisor, the first road test is possible.
+1-year supervisor practice + class 7 road test
Follow these procedures to obtain your N: Book, take, and pass the Class 7 road test.
Get the full license.
Full licensing is the last stage! There are no graduation licensing restrictions, examinations, or L&N car back signs.
You can get your full license after 24 months of safe driving with no prohibitions (or 18 months if you did an ICBC-approved driver instruction course in your L stage and were safe).
After 24 months of safe driving without prohibitions or 18 months, if you took an ICBC-approved driver training course in your L stage and were safe, you can apply for a full license.
